The article comes from CBS news and talks about how Brazilian police have killed 11,000 people in the past years. The article goes to talk about how Brazilian police tend to be extremely violent when handling suspects or criminals which usually leads to causalities. The authorities s have responded to this though by training police to respect human rights and the appropriate use of force. Along with these measures, purchases of less lethal weapons for state polices forces have been implemented. The reasoning being that authorities have come to realize that by confronting issues with violence is just contributing to the problems, so are attempting to aid in its decrease. Despite this, others are going against these implementations because the Brazilian police forces have to deal with drug traffickers that are heavily equipped with lethal armory. Because of this, Brazilian police forces have to be more aggressive and alert than other areas of the world due to the problems they deal with versus other countries. The article gave some statistics stating that one Brazilian police force killed one person for every 23 people they arrested while U.S. police arrested 37,000 people for every person they killed. The Brazilian police force seems to fit the police fetish Innes talks about due to the job for them being higher risk than most other police areas. I am sure that certain areas fit this criteria as well, but the idea that they have to deal with heavily armed criminals may make the police here feel like they are always in danger when handling any sort of situation, in turn leading to violence. I believe that this fetish that seems to be in mind is the cause for such violence and harsh control the police is enforcing, but I am not sure if they are entirely wrong due to the high risk environment they are in.
